Although individual techniques are available, a method that integrates operations, safety, economics, stakeholder perceptions, and uncertainty into a decision-making tool for traffic projects is lacking. The typical stakeholders of traffic projects include motorists, pedestrians, bicyclists, adjacent businesses and residents, and responsible agencies. A three-level project decision-making process that encompasses planning and screening in Level 1, feasibility and performance analysis in Level 2, and evaluation and decision making in Level 3 has been developed to replace the traditional piecemeal approach.
